I love this idea. I'd think that it could be achieved with a driver/application running on osx/win/linux along with a USB IR blaster. Sell it with the blaster.

This would be of particular interest to me if there were a bridge to get the commands to audio equipment that use ir for remote control. Either via an BT to IR conversion or through manufacturer application or sdk.
