USB "Soundcard" with HDMI output

Not sure if anyone else has ever looked for one, but given a recent change in how I connect my PC to my TV, I have a use for something that can output HDMI audio from a PC without using my video card.

Ideally it would be a USB based device that just does pure digital audio from a PC, with the ability to pass through advanced formats like full Dolby ATMOS and DTS:X (and Auro 3D for a bonus?) to an ATMOS/DTS:X capable receiver (and maybe one day, a FOSI Audio receiver like the proposed 5.1 DAC/Amp for cinema... ).

I would want it to also support the normal set of audio inputs/DAC functions: RCA/phono/optical/coax/USB with up to DSD 512/768k 32 bit PCM

Built in volume knob. Built in display showing input and output, detailing pass through when in use and what format it is passing through via HDMI.

My use case may be extremely niche and not something anyone else would ever need. I am thinking this may be the case considering no USB device offers HDMI output w/ advanced format pass through.
